The Singapore Shipping Association (SSA) was formed on 29 January 1985. This section provides an insight into the brief history of the Association, its objectives and declared mission.

It also provides information on the people who are the main driving force behind the Association.

The SSA is fully geared to meet the challenges of the 21st Century

The Association was first formed as Singapore National Shipping Association (SNSA) on 29 January 1985 to promote and protect the interests of its Members, who are basically shipowners and operators, shipmanagers, ship agents and shipbrokers, and to enhance the competitiveness of Singapore as an international maritime center.

It was an amalgamation of five previous shipping associations, namely
The Singapore National Shipowners' Association
The Singapore Shipping Association
The Shipping Agents' and Brokers' Association of Singapore
The Singapore Barges and Tugs Association
The Singapore Shipowners' Association  

The interests of the five associations were defined and represented respectively in the SNSA as follows: 
Shipping Group (a) - Singapore Flag Vessels -Foreign Going Trades
Shipping Group (b) - Singapore Flag Vessels - Coastal Trades
Shipping Group (c) - Shipping Agents & Shipbrokers
Shipping Group (d) -Barges, Offshore Support Boats, Ancillary Craft, Tugs and Salvage Vessels
Shipping Group (e) - Foreign Flag Vessels            

The SNSA attracted companies from various sectors of the shipowning, shipping and related businesses. On 1 January 1986, a self-regulatory Registry of Accredited Shipping Agents was formed in the Association. The Members are guided by a set of By-Laws which spells out the duties, responsibilities and professional conduct of shipping agents. A Guide to Shipping Agency Fees in Singapore was also introduced for the Registry Members to follow.

In 1990, the SNSA Constitution was amended to form a sixth shipping group, Shipping Group (f) to cater to the specific interests of bunker tanker owners and operators. Bunker suppliers and other service providers in the shipping industry were also subsequently allowed to be admitted as Associate Members of the Association Following the successful completion of several ad-hoc vocational training courses which began in 1988, the Association decided to formalise a training institute to implement all future training programmes. The SNSA Training Institute was therefore set up in 1991 to provide vocational courses for shore-based shipping staff.

In 1992, the SNSA introduced the Singapore Bunkering Procedure (SBP), a first of its kind in the world, to facilitate shipowners whose ships take bunkers in Singapore. The SBP lays down the minimum operational and technical requirements for a bunker delivery operation in Singapore. All licensed bunker suppliers are required to comply with the SBP.

The SNSA Constitution was further amended in 1993 when the Members of Shipping Groups (a) and (b) decided to merge under one Shipping Group (a). The Shipping Group (f) which represented the interests of bunker tanker owners and operators was however renamed as Shipping Group (b)

In 1995, another self-regulatory Registry of Accredited Bunker Suppliers was also established by the SNSA to regulate and promote sound business ethics and professional conduct among the SNSA bunker suppliers trading in Singapore. In the same year, the SBP was revised. It was later gazetted by the Government as a Singapore Standard for Bunkering (CP 60 : 1996). The International Organisation for Standardisation (ISO) is currently using the SBP as a model to develop an international protocol for bunkering.

The Association celebrated its 11th Anniversary on 20 September 1996. In the 11 years that it had existed, the SNSA had played an active role in the local and international shipping arena. It had built strategic alliances and established networkings with local and international shipping bodies and affiliates to further the interests of Singapore shipping. It also organised luncheon talks, seminars and conferences for the benefit of its Members and the shipping industry at large.

The Association's declared policy is to develop Singapore into an international maritime centre providing a wide range of maritime services which include shipmanagement, shipbroking, ship financing, marine insurance and marine legal services. In view of the fast changing operating environment in shipping, the SNSA Council decided that the Association must prepare and adapt itself by reviewing its organisation structure to determine how it can better accomplish the challenging tasks ahead and to propel the Singapore shipping industry into the new millenium.

It had formed on 28 May 1996 a Working Committee which undertook a study to restructure the Association and to re-invigorate it to serve the shipping interests of its Members. The Working Committee started immediately with its given tasks. After a series of meeting, the Working Committee presented its report and recommendations to the SNSA Council on 14 August 1996. The recommendations included a name change to "Singapore Shipping Association" and a new organisation structure for the Association. They were approved by the Council which quickly formed a Committee to undertake the works of revising the Association's Constitution to reflect the changes and the proposed restructuring.

The revision of the SNSA constitution was completed and approved by the SNSA Council on 12 November 1996. The restructuring and the amended Constitution of the Association were supported by the Singapore Trade Development Board and the Maritime and Port Authority of Singapore.

An Extraordinary General Meeting(EGM) of the Association was called to adopt the proposed amendments to the Association's Constitution. At the EGM of the Association duly convened and held on 9 December 1996, the Members adopted the proposed amendments. The adopted Revised Constitution was submitted to the Registrar of Societies who approved it on 19 March 1997.

On 28 May 1997, the SNSA Council decided to effect the change of name to Singapore Shipping Association (SSA). At the same time, the SSA also held its 1st Annual General Meeting(AGM) under the revised Constitution of the Association.

Encouraged by favourable conditions, the SSA is now actively promoting Singapore as an international maritime centre to be supported by a wide range of ancillary shipping services. Singapore shipping has grown by leaps and bounds. The spirit of enterprise among leaders in the shipping community is reaching out vigorously into the world market place.
